REQUEST FOR BIDS Construction of approximately an 1800 square foot Office Building Lac qui Parle Soil & Water Conservation District (LqP SWCD) Madison, Minnesota

The Lac qui Parle Soil & Water Conservation District (SWCD) is seeking sealed bids from qualified contractors for the construction of an approximately 1800 square foot office building at a designated location in Madison, Minnesota. The project timeline is to have the work completed by December 31, 2026.

Project Scope:

The project consists of constructing an approximately 1800 square foot building with the following general specifications:

•                     Office to support 3 offices, admin/lobby area, and to include conference room/kitchen combo, two bathroom(s) and storage for archives that is climate controlled and could dual purpose as supply room.

•                     Steel siding and roofing

•                     Concrete slab with appropriate site preparation and base, and concrete apron, at the front door entrance opening

•                     Electrical rough-in & final wiring and fixture installation, including data components.

•                     Plumbing rough-in and final fixture installation for building

•                     Site grading and drainage to ensure proper runoff

•                     All construction must comply with applicable local, state, and federal building codes

 

The selected contractor will be required to provide building plans as part of the permitting and construction process.

Contractor Requirements:

•                     Contractors must be currently licensed, registered, and bonded in the State of Minnesota

•                     Proof of current licensure, bonding, and insurance must be submitted with the bid

•                     Contractor must have demonstrated experience with similar construction projects

•                     Contractor will be required to act as General and maintain schedule of any sub-contractors

 

 

Pre-Bid Meeting:

A non-mandatory pre-bid site visit will be held at the project location in Madison, MN. Interested contractors are encouraged to attend to review site conditions and ask questions. Contact LqP SWCD to schedule a visit or obtain site details.

Bid Submission Instructions:

•                     Bids must be received by 9:00 am September 25, 2025

•                     Submit sealed bids to:

Each bid must include:

•                     Contractor name, address, and contact information

•                     Detailed bid including all costs, materials, and labor

•                     Estimated start date and project completion timeline

•                     Proof of licensure, bonding, and insurance

•                     List of at least two references for similar completed projects

•                     Confirmation of ability to provide engineered plans

Selection Criteria:

Bids will be evaluated on the following:

•                     Overall cost and value

•                     Contractor qualifications and relevant experience

•                     Project schedule and availability

•                     Compliance with bid and contractor requirements

The LqP SWCD reserves the right to reject any or all bids, to waive informalities or irregularities, and to accept the bid deemed in the best interest of the district.
